* BRITISH AND GERMAN COMPETITION (Received September 29, 11 p.m.) LONDON, September 28. The Istanbul correspondent of “The Times” says that von Papen, the German Ambassador to Turkey, will to Ankara to-morrow to participate in the settlement of one or two outstanding questions over which the, TurkishGermar. trade negotiations are stumbling. While these negotiations have been proceeding, the United Kingdom Commercial Corporation has intensified its activities aiming at the promotion of British-Turkish trade relations. Since Clodius, the German trade expert, arrived in Turkey 14 British steamers have arrived at AVexandretta 'and Mersin with full cargoes for Turkey, including locomotives and waggons and also 1000 tons of tin plate.
