POLICY TOWARDS ABYSSINIA BRITAIN’S ATTITUDE REAFFIRMED ASSISTANCE FOR HAILE SELASSIE (8.0. W.) RUGBY, September 26. The situation regarding British policy towards Abyssinia, coupled with "the fact that Abyssinia was not represented at the Inter-Allied Conference in London, is clarified by a statement made in authoritative circles. It will bo recalled that in the House of Commons on February 4, the Foreign Secretary (Mr R. A. Eden) said that the British Government would welcome the return of an independent Ethiopian State, and recognise the claim by the Emperor Haile Selassie to the throne. Mr Eden also said that meanwhile the conduct of military operations by the Imperial forces in parts of Abyssinia would require temporary measures of military guidance and control which would be brought to an end as soon as the situation permitted. On August 6, Mr Eden repeated that His Majesty’s Government had made clear its iniention to recognise an independent Ethiopian State as soon as the military situation permitted recognition. He said that this would naturally bo followed by the establishment of diplomatic relations. The policy of His Majesty's Government has not changed since these statements were made. Meanwhile, fighting continues m Abyssinia, as there are substantial numbers of Italian troops still being dealt with in the Gondar area. The task of restoring the civil administration and creating an army in the country, which in the last six years has been under enemy control and has been ravaged by two wars, and where fighting still continues, is necessarily difficult, and the Emperor is receiving the help and support of His Majesty’s Government in carrying out his difficult task. The Emperor has told His Majesty s Government that he will need certain outside assistance and guidance in economic and political matters, and discussions are proceeding with the Emperor on the form that such assistance and guidance will take. There is no intention whatever on the part of His Majesty’s Government to prolong the situation further than is absolutely necessary. RECOGNITION OF FREE FRENCH DECISION OF SOVIET GOVERNMENT LONDON, September 26. The Russian Government has decided to give full recognition to General de Gaulle’s Free French movement, and notes on the subject have passed between the Russian Ambassador in London (M. Maisky) and General dc Gaulle. The Russian Note said that Russia recognised General de Gaulle as leader of all Free Frenchmen, and was prepared to give all help and assistance to Free Frenchmen in the common cause against Hitlerite Germany.
