Negotiations Reach Critical Stage EFFORT TO AVOID BREAKDOWN (Received September 25, 11.30 p.m.) (U.P.A.) NEW YORK, September 24. The Washington correspondent of the “New York Herald Tribune” says that negotiations between Japan and America for a settlement of their problems in the Pacific have reached a critical stage. Mr Roosevelt, the correspondent says, is exerting efforts to avoid a breakdown. The chief obstacle is re* ported to be Japan’s unwillingness to. give a pledge that she will not attack Eastern Siberia,
