NEW CRISIS WITH JAPAN PREDICTED WASHINGTON, August 20. The next step.for Japan might be an irrevocable step into war, says the "New York Times," which points out that the United States Ambassador in Tokyo (Mr Joseph C. Grew) dispelled any doubts which the Japanese Government might entertain that it could take further aggressive action and escape punishment. A new crisis with Japan is predicted within 20 days when the first American tanker for Russia enters Japanese waters headed for Vladivostok.
