Certainly such conditions should not exist in a city like Christchurch, but why pave the way for the same conditions by allowing speculators in flats to do the same thing today? At the present time, a speculator has been permitted to build flats in a main -thoroughfare within 10 minutes’ walk north of the Square in a definitely residential area, hard up against a valuable dwelling, rated at £I4OO, and blocking the sunlight from another residence. Has someone in authority shut his eyes in this case, and, if so, why?
