The Vichy' Government has sent a note to Britain and the United States alleging that General Sir Archibald Waveli, the British Commander-In-Chief in the Middle East, under the threat of a blockade, demanded the surrender of ■ French Somaliland. The demand was rejected, resulting In a blockade, which caused a famine in March and April.

Sir Archibald Waveli informed the Governor of Jibuti that he must make up his mind either to join the Free French immediately or openly dissociate himself from the pro-Axis policy which has been evident in Syria,

In the event of a refusal to negotiate on this proposal, Sir Archibald Waveli has stated his willingness to evacuate women and children from Jibuti and meanwhile supply them with milk and essential foods until the evacuation is completed.
