American Reports Of Tension

ARMIES ON BORDER OF UKRAINE (Received May 3, 1.45 a.m.) WASHINGTON, May 2. The "New York Herald-Tribune" says evidence of increasing tension between Germany and the Soviet is seen from reports reaching Washington, as both countries concentrate huge armies on the border of the Ukraine. Some officials believe the tension may lead to conflict by early July unless the Soviet makes substantial concessions to Germany. It is estimated that Germany has concentrated 900,000 men on the border of the Ukraine, with a reserve of another 1,000,000. The Russians are said to have 2,000,000 men, along the entire Russian frontier. It is believed the Germans are now placing pressure on the Russians to obtain a foothold in the Ukraine through special rights to the exploitation, of the oil resources and other privileges.
