♦ JAPAN’S DIFFICULTIES NOT REMOVED STATEMENT BY MR MATSUOKA (U.P.A.) TOKYO. April 27. “The Soviet-Japanese Pact has not removed the present difficulties facing the nation,” declared the Japanese Foreign Minister (Mr Matsuoka). ‘‘lf possible I would like to institute a German-like control of our national life from to-morrow. Unfortunately such a control is still only in the ‘paper’ stage. . “Germany, of course, also required ‘paper’ plans at first, but Japan to-day has no time for that.” From Shanghai comes a message that a Japanese naval spokesman said that the Italian seizure of the Jugoslav steamer Tomislav to prevent the possibility of its falling into the hands of the British was not in conformity with Japan’s intention to prevent the spread of the war to the Orient, for which reason the Japanese had made representation to the Italian naval authorities and expected an early reply.
