♦ JAPAN’S DIFFICULTIES NOT REMOVED STATEMENT BY MR MATSUOKA (U.P.A.) TOKYO. April 27. “The Soviet-Japanese Pact has not removed the present difficulties facing the nation,” declared the Japanese Foreign Minister (Mr Matsuoka). ‘‘lf possible I would like to institute a German-like control of our national life from to-morrow.
