POWER TO APPOINT OFFICERS
WELLINGTON, February 6,
The Naval Defence Act, 1913, makes no provision for the appointment or promotion of officers on a temporary basis in the New Zealand naval forces, although there is power in the act to appoint a person who has not passed the prescribed examination for promotion. Persons so appointed, however, cease to hold office if they fail to pass the examination within 18 months.
The Naval Appointments Emergency Regulation, 1941, gazetted to-night, now gives power to the Governor-General to grant temporary commissions and warrants in the New Zealand naval forces. There had previously been authority to grant temporary commissions in the Royal Naval Reserve only.
