FAILURE OF GERMAN MISSION WHEAT ANB OIL NOT TO BE INCREASED (UNITED PEB3B ASSOCIATION—COPTBIGHT.) (Received April 23, ?.30 p.m.) LONDON, April 22, A new trade agreement between Rumania and Germany, Which haS been under negotiation for some time, has been completed. Two main demands made by Germany were refused. The first dealt with a demand for an increase in the amount of petrol to be imported by Germany, but this was fixed as the same as in the last agreement, namely 130,000 tons a month. This figure has, in fact, never been reached. The second demand was for a further depreciation in Rumanian currency. Here again the Germans failed, and the exchange rate With the German mark remains the same. The Bucharest correspondent of “The Times” says the leader of the German trade mission (Dr. ciodius) will go to Italy after signing the protocol, by which the exchange rate Will remain unchanged, and oil and wheat quantities Will also be Unchanged. Germany will increase the prices in Rumania for her exports, Varying from 30 per cent, to 100 per eent. The head of the Rumanian Foreign Trade Department (M, chrlstu) has gone to Italy with an important trade mission. CHIEFS OF THREE SERVICES ASSISTANTS APPOINTED IN BRITAIN LGHDOH, April 22. To relieve the strain on the chiefs of staff of the'three British fighting forces, the Government MS decided to appoint vice-chiefs. An announcement was made to this effect from No,- 10 Downing Street. The announcement explained that the Government had been considering the pressure on the lifne and energy of the chiefs of staff, and realised that as the war wfent on the strain was likely to increase.
