REPORTED DECISION . AT 'KREMLIN (Received January 1, 10* p.m.) COPENHAGEN, December 31. The newspaper "NatlonalTidende" quotes reports from Riga that the Soviet War Council at the Kremlir has decided not to postpone its Finnish offensive until the Finns a*e helped from abroad, thus overruling the contention of a minority that a peace should be formulated on the basis of Finland's earlier conditions. The Rome radio announced that General Yern, of the Soviet's Far .Eastern Army, has taken command on the Arctic front.
