OVERSEAS THE WESTERN FRONT Although little activity is reported on the Western Front, the French troops have resumed their advance and have moved up to positions from which they seriously threaten Saarbrucken and Zweibrucken. Meanwhile preparations to resist an expected German counter-offensive are complete. THREAT TO NEUTRALS It Is reported in Paris that Germany Is considering a flanking movement which may aitect the neutral countries and involve a violation of the territory ox the Netherlands and Belgium. U.S. NEUTRALITY The repeal of ihe embargo provisions of the United States Neutrality Act was urged by Mr Roosevelt in a speech at the reopening of Congress. Mr Roosevelt proposed the fixing of war zones barred to United States shipping: and a ban on war credits to belligerents, so that all purchases would have to be paid for m cash. He laid down as a guiding principle the avoidance of American participation in war. The proposals were favourably commented on by most of the leading American newspapers. PARTITION OF POLAND Russia and Germany are reported to have agreed on their frontiers In Poland The intention to form a small independent Polish State is again rumoured. The sovietlsation of the land has been begun in the territory occupied by Russia. The Poles are still resisting the Germans In parts of the country, and Warsaw has not yet fallen. Fighting continues on the Vistula. NEW ZEALAND APPEAL TO FARMERS An urgent appeal to dairy farmers to build up their m ting herds and in this way expand Nev. Zealand’s output of dairy produce is made by the Minister for Agriculture (the Hon. W. Lee Martin) The . Minister asks farmers to retain as many heifer calves. as possible. MAORI MEMBER’S COMPLAINT Sir Apirana Ngata. Opposition member for Eastern Maori, alleged in- the House of Representatives yesterday that .waste was taking place in the administration of native affairs, and that there was an element of patronage associated with! expenditure on behalf of the Maori people. PROTECTION FOR DEBTORS Protection for debtors Is afforded in . emergency regulations gazetted yesterday. The regulations prevent any form of execution against a debtor unless leave of the Court is first obtained, provided- that Die debt has been contracted before the passing. of the regulations, or in the case of a soldier, before he Is called to service. CONTROL OF PEDESTRIANS Stricter control of pedestrians and cyclists was advocated at the annua) conference of the South Island/Motor Union yesterday; A resolution was passed seek- - Jng the support of the Transport Department in obtaining the co-operation of the police with transport officers in educating and controlling pedestrian traffic.
