♦- ZONING OF SPECIAL AREAS HEATON STREET PERMIT REFUSED- / The Christchurch City Council has refused an application for the erection of a block of flats at the corner of Heaton street and Circuit street. This area is zoned under the scheme as “special residential.” The council last evening received a report on the application from the housing and town planning committee, which recommended refusal. The report stated: “A preliminary application has been made for permission to erect a block of four residential flats in wood at the corner of Heaton and Circuit streets. The section on which it is proposed to erect the apartment house is one of the subdivision recently put on the market by the Hon. Sir R. Heaton Rhodes. The City Council has zoned all this locality from Leinster road northwards as a special residential district, which precludes erection of an apartment house containing more than two flats. It is to be pointed out that to permit the erection of blocks o'f flats in this street would seriously interfere with the amenities of the locality, and -would have a detrimental effect on property values. “The architects who have drawn the plan state that the section was bought in good faith with the fixed intention of erecting a block of flats, and that there was no public information to the effect that apartment houses would be prohibited. It should be stated that the prices paid for the sections in this subdivision were not higher than would be paid for the purpose of erecting single family dwellings. It is recommended that the application be refused, as it is contrary to the provisions of the Town Planning Scheme.” The council also refused an application for permission to make alterations to a furniture factory in Howard street, which is in a residential zone.
