APPOINTMENTS TO STAFF

SOCIAL SECURITY DEPARTMENT MR PARFITT IN CHARGE AT CHRISTCHURCH ORGANISATION INVOLVES MANY CHANGES [THE PRESS Special Service.] WELLINGTON, March 15. New appointments made necessary through the coming into being of the Social Security Department include the elevation of Mr A. H. Parfitt, the' present Registrar of Pensions in Christchurch, to the position of Registrar of Social Security there. Mr Parfitt will take over his new task on March 31. For ail administrative purposes the old Pensions Department has virtually gone out of existence. Yesterday the Christchurch branch took up its new quarters in the Government building in Hereford street, and is now labelled the Social Security Department. Other appointments throughout New Zealand include the following; Assistant Director of the Superannuation Division in Wellington, Mr B. F. Waters (at present assistant commissioner of pensions). Assistant Director of Employment and Sickness Benefit Branches, Mr H. L. Bockett (at present associated with the Labour Department at Wellington). ■ Accountant to Social Security Department, Mr G. O. Hall (at present accountant to Justice- Department). Chief Inspector, Mr P. Marshall (at present chief clerk, Employment Division of Labour Department). Registrar of Social Security, Auckland, Mr C. Dunn (at present Registrar of Pensions at Auckland). Registrar of Social Security, Christchurch, Mr A. H. Parfitt (at present Registrar of Pensions at Christchurch).

J. Pickwell. Employment Officers For Employment Promotion and Placement, Mr A. J. Ridler will be Controller and Mr J. V. Brennan will be Chief Clerk at head office. District Employment Officers have been appointed as follows: —Auckland, Mr T. G. Feilder; Wellington, Mr G. Brennan; Christchurch, Mr H. L. E. Read; Dunedin, Mr E. C. J. Foot. As already announced, Mr J. H. Boyes, joint Public Service Commissioner, has been appointed chairman of the Social Security Commission, and Dr. M. H. Watt, Director-General of Health, a member of the commission. The Social Security Act provides for a commission of not more than three commissioners, but so far only two have been appointed. The principal executive officers under the commission will be Mr J. S. Hunter, Secretary for Labour, and Mr H. Digby Smith, Commissioner of Pensions. Actually the Pensions Department will operate as such until March 31, when it will cease as a separate entity r.nd become merged with the new Social Security Department. In addition to the above appointments, there have been many changes and additions to the staff in minor grades. One interesting consequence of the change will be that a Minister of the Crown, the Hon. W. E. Parry, will lose one of his portfolios. Mr Parry is the present Minister for Pensions, but on April 1 will lose that title, and will retain only his portfolio of Minister for Internal Affairs.
