PUBLIC SERVICE EFFICIENCY
TO THE EDITOR OF THI PRESS ' Sir, —I was interested to read in “The Press” yesterday a copy of the leading article taken the "Public Service Journal,” wherein internal reforms are urged in the public service. No doubt the rights of appeal of general division employees, the question of payment of salaries fortnightly, rates of pay for overtime, etc., are in urgent need of reform, and the Public Service Association has, like a trade union, a perfect right in mentioning these things as among the chief of its activities. The essential problem of the service at the present time, however* is that of efficiency. Until this problem is tackled many of the reforms urged by the association, involving as they do a very great increase in costs, cannot possibly be entertained. —Yours, etc., H. C.
