REPUBLICS AFFIRM SOLIDARITY

(UNITED PRESS ASSOCIATION—COPYRIGHT.) (Received December 22, 8.30 p.m.) LIMA, December 21. The chief event during the first week of the Pan-American Congress was the unanimous adoption of a resolution accepting a liberal trade policy, including reasonable tariffs.
In view of the fact that Brazil and Chile have been arranging barter pacts with Germany, the resolution is regarded as an important recognition that the British-American trade agreement offers other methods of trade balancing.
The Argentine delegation proposed a declaration aiming at the consolidation of peace machinery in America, which at present consists of 10 treaties binding 21 republics. The United States circulated a draft asserting that the 21 republics reaffirm their solidarity against any foreign threat to American safety and peace. The Argentine delegation, however, opposed this as being too binding. A compromise was reported to have been reached later, enabling the peace declaration to secure the unanimous approval of the 21 States. It is understood the final draft provides for consultation by all States with a view to resistance when any republic is threatened by aggression.
The declaration omits specific mention of aggression from beyond the American Continents in deference to Argentina’s wish not to offend her European customers.
Nevertheless delegates believe that the warning to certain countries of Europe is unmistakable.
