LONDON, August 28..
Mr Winston Churchill, addressing his constituents at Theydon Bois, said: “War is certainly not inevitable. but the action of Germany in mobilising 1,500,000 men when she is not menaced, is the gravest step. ' “They were not placed on a war footing without the' intention of reaching a conclusion within a very limited time.”
