GERMAN OFFER REFUSED
* TRADE TREATY WITH UNITED STATES (Received July 29, 8.30 p.m.) WASHINGTON, July 29. It is announced that Germany has m-de an offer to negotiate d trade treaty with the United States, but it has been refused. The offer would have guaranteed a United States export to Germany amounting to 225,000,000 dollars, compared with 125,000,000 dollars last year. The Department of State indicated that the proposal did not conform in some respects to the basic requirement of the most-favoured nations clause.
