The fact that the Earl of Perth (the British Ambassador) is going on holiday on July 31 is interpreted as indicating that there is_ no expectation of the British-Italian agreement being ratified' before October. . . It is also taken to indicate that Britain and Italy do not expect any grave developments in the European situation, at least before the autumn. _____________
