UNIVERSAL SCHEME TO BE INTRODUCED METHOD OP FINANCE EXPLAINED {PRESS ASSOCIATION TELEGRAM.) NEW PLYMOUTH, June 23. “The advent of Dominion farm-dairy instruction is assured,” said Mr W. M. Singleton (Director of the Dairy Division of the Department of Agriculture) in an address to the National Dairy Association conference to-day. "The present assumption is that farm-dairy instructors will, in addition to their annual salary, receive an annual allowance, paid monthly, for providing motor-car and locomotion, and travelling expenses. To the total of salaries and locomotion expenses, something may be added for supervision. “It is proposed that the Consolidated Fund stand 40 per cent, of this aggregate cost, and the industry’s portion will be divided into two approximately equal amounts, one of which will be assessed on a supplier basis and the other on a butter-fat basis.” It was recognised that this was a fairer j method of allocation than either a i straight-out butter-fat or supplier basis. It was intended that the present system of farm-dairy instruction on a voluntary basis be continued, without interruption, until July 1 31 next for those companies which were co-operating with the Dairy Division in the employment of farm-dairy instructors. In the meantime, further appointments of farm-dairy instructors would be made to areas not served by the voluntary system. During the ensuing season, some 77 farm-dairy instructors would be employed, and the average programme would include about 900 suppliers, and be so arranged as to prevent overlapping as much as practicable.

These officers would be immediately responsible to the butter or cheese instructor of their district, who would assist in cases of difficulty.
