Lord Runciman, presiding at the annual conference of the National Liberals, said: “I refuse to take a desperate view of the European situation. We are conscious of the strength of our potential enemies who are not so conscious of our strength. There would be a good many surprises both for them and ourselves, if the Secretary of State for War (Mr L. Hore-Belisha), the First Lord of the Admiralty (Mr A. Duff Cooper), and the Secretary of State for War (Sir Kingsley. Wood) disclosed our strength frankly and without reservation.”.
