♦ JAPAN CONCERNED AT U.S. AND BRITISH PLANS (Received June 3, 7.5 p.m.) TOKYO, June 2. A Japanese naval spokesman said that if Britain and America co-oper-ated in developing air bases in the Phoenix and Ellice groups in the Pacific, as it was reported, Japan would be gravely concerned, because of the proximity of her southern islands. But there would be no objection to the use of these groups for civil air bases, though these would be easily convertible to military needs.
