! The second volume in the National Defence Series issued by William Hodge and Co. Ltd. is The Navy (128 pp. 2/6 net.) by Admiral Sir Herbert Richmond. He treats the general problem of defence so as to bring out its naval factors and the special nature of sea warfare and then turns to a review of the strength of the British Navy, quantitative and qualitative. Chapters that follow open up such particular questions as the size of ships, the provision and security, of bases, the defence of trade, defence against invasion, oversea defence, and fuel. The chapter on oversea defence deplores the failure of successive Imperial Conferences to "get beyond the expression of generalities.
