. Shipowners of Britain were advanced about £3,000,000 by the Government in the last fiscal year for building 50 new vessels, subject to 97 old ones being scrapped. An Open Forum has just been started in Dublin, and every Sunday prominent speakers debate on some literary or dramatic subject, followed by lively discussions by the audience, free speech being the rule. South Africa's Government railways i have ordered 44 new engines, to cost I about £4OOOOO.
