MEETING OF BRITISH CABINET

CONSIDERING PLANS FOH SESSION (BRITISH OFFICIAL WIEELES3.) RUGBY, January 21. The Prime Minister (Mr Neville Chamberlain) returned to London from a business visit to Birmingham to preside over a Cabinet committee meeting. The first of the usual Wednesday Cabinet meetings since Parliament adjourned for Christmas will be held next week. When the Cabinet meets on Wednesday the Ministers will be in a position to review the Parliamentary programme for the remainder of the session. The Government is known to have at least three measures ol major importance to be introduced. One is the penal reform proposal of the Home Secretary (Sir Samuel Hoare), which aims at keeping the young out of prison, the provision of a better system for the protection of the persistent offender against himself, and at protecting society from hardened criminals.
