The report was as follows: —Highways: Ordinary maintenance has been carried out on the highways which generally are in fair order. The improvements (22M.63 to. 23M.48) are about completed, and a survey has been made from 21M.18 to 22M.63 and plans and specifications are being prepared for the improvements to this portion of the highway. Mclntyre and Hawes were appointed a special committee to *o into the question of unpaid sanitation rates with a view to writing off irrecoverable amounts as recommended by the Controller and Auditor-General. Cr. Hawes said he wished to express thanks on behalf of the residents of Waimangaroa for the sealing of a section of the main highway through the township. Cr. Jordan said that spraying was not proving an effective means of eradicating ragwort. Mention was made of a parasite introduced elsewhere, by the Cawthron Institute, and on the motion of Cr Dcllavedova it was decided to request the institute to liberate some of the parasites in the Buller district. The institution of a night-soil system in the Granity. Ngakawau. and Hector townships was recommended in a letter received from the Canterbury Medical Officer of Health (Dr. T. Fletcher Telford).

Cr. Mclntyre said he thought that it should be done in the interests of health. He suggested putting in a central septic tank. Cr. Jordan asked if a scheme could be put in at a reasonable cost. The Engineer answered in the negative. There was not the required rateable value and the capital charges per capita would be too heavy. It would be impossible to get anyone to lend the money. It was decided to write explaining the position to those residents who have made representations. A request was received from the residents of Domett street for steps to be taken to deal with the dust nuisance.

It was decided to inform the residents concerned that Domett street will be included in the comprehensive sealing scheme to be submitted to the ratepayers in May, and that meanwhile the water-cart will be put on if the dust nuisance becomes acute.

HALF DAY IN BULLER

COUNTY

CHANGE FROM THURSDAY TO SATURDAY

DECISION OF COUNTY

COUNCIL

The statutory half-holiday in the Duller County will be observed on Saturday, instead of Thursday, in accordance with a resolution passed at the monthly meeting of the Duller County Council yesterday afternoon. A petition signed by a number of shopkeepers and employees, in favour or the change to Saturday, was presented by Cr. the Hon. W. H. Mclntyre, M.L.C., who then moved that the holiday be observed on Saturday. He said that the Thursday half-day had been in force in the county for a number of years, but modern transport had brought about a great change in conditions, and the tendency was now for a universal Saturday half-day. The time would come when there would not only be a universal Saturday half-day. but a universal five-day week. The motion was seconded by Cr. R. J. Hawes.

Cr. J. Jordan said he had been approached by two of the shopkeepers who had signed the petition, and who said they were not in favour of it unless the Westport Borough fell into line.

The chairman (Mr D. J. Archer) said the manager of a Westport business had assured him that when a poll pf borough ratepayers was taken in April, the borough would change to the Saturday half-day. The motion was carried unanimously.
