♦ THREATENING CONDITIONS IN EUROPE HEAVY ARMS EXPENDITURE CONTEMPLATED WASHINGTON, January 17. The Chief of Naval Operations (Admiral W. D. Leahy), testifying before the House of Representatives Appropriations Committee, said political conditions in Europe and the Far East were more threatening than at any time since 1918, and made it impossible to restrict defence without jeopardising national security. The navy, wished to begin construction of a new air station at Alameda, California, on which 3.000. dollars will be spent during the fiscal year of 1939, and ultimately 13,500,000 dollars. Naval appropriations since 1933 will have been made on 119 vessels, costing 1.443.000. dollars, to build up a fleet strength permitted under the Washington and London Treaties.
