THE PROBATION SYSTEM

DEVELOPMENT SOUGHT BY

JUSTICES

The development of the probation system in New Zealand is to be taken up with the Minister for Justice (the Hon. H. G. R. Mason) by the New Zealand Federation of Justices of the Peace Associations, according to a decision made at the annual conference of the federation in Christchurch yesterday.' The ways in which the federation is to advocate development are twofold: by making proper provision for training officers, and by appointing additional male and female probation officers. These suggestions were put forward in a remit from the Auckland Association, on behalf of which Mr C. Wheeler said it was felt that the time had arrived when the country might go to the expense of training probation officers for their work. It was felt also that there were not enough officers to cover the various districts satisfactorily. "I think this is one of the most important remits on the order paper, said Mr H. F. Herbert (Canterbury). "Probation work is one of the greatest works we can help in. There are any number of officers who are doing no good. Indeed, they are doing harm, because they have not the right temperament." Mr E. Whitcombe (Manawatu): I hope the public will not think we are reflecting on our probation officers as a whole, „, Mr C. Wheeler (Auckland): There is no reflection further than this, that some have not had the necessary training to handle young people.
