JAPANESE POLICY IN PACIFIC
NAVY DENIED TO BE AGENT OF AGGRESSION TOKYO, January 29. Admiral Nobumasa Suetsugu, a member of the Supreme "War Council, says in an article in the Osaka "Mainichi": "Japan is determined to maintain the undisputed mastery of the Western Pacific, but she will never take the initiative in a naval race. All Japan wants is a navy sufficient to defend her shores, not to wage a war of aggression." The "Japan Chronicle" comments: "Everything depends on what Admiral Suetsugu means by the Western Pacific. If Japan claims the undisputed mastery over all the seas from Singapore to Australia, England, America, and Holland will certainly have something to say."
