Jamal Al Dusseini, president of one of the most powerful Arab parties, suggested to the Royal Commission that the Arabs be provisionally recognised as an independent nation with th'e power of the mandate limited to giving advice and assistance.

When he observed that the Arabs had enjoyed parliamentary representation under the Turks, Lord Peel, chairman of the commission, said: "Had you accepted the Legislative Council of 1923 it might have developed into the kind of institution you want."
