TIME LIMIT EXPIRES

RELEASE OF THE CARGO TAKEN FROM THE PALOS NO INDICATION OF GERMANY’S NEXT STEP (Received January 8, 10 p.m.) BERLIN, January 8. The time limit for the release of the passenger and cargo taken from the Palos expires this morning, but there is no indication of what steps Germany proposes after the Valencia Government’s failure to comply. No comment appears in this morning’s Berlin newspapers on the expiry of the “ultimatum.” The diplomatic correspondent of the “Manchester Guardian” states that the Germans are thoroughly dissatisfied with General Franco and the rebel officers because they are unable to stop the Spanish crews damaging the German tanks, few of which ore. able to go into action. This is believed to be frequently due to deliberate sabotage by loyalist sympathisers. Probably based on an earlier broadcast by General Dellano from Seville, a message from Lisbon states that the Valencia Government is preparing a full explanation to Germany about the seizure of the Palos and is also arranging to restore the ship’s cargo and passenger. The Acting-Secretary for Foreign Affairs, Senor Ernesto Hidalgo, has announced that Mexico will permit the shipment to Spain of all the United States aeroplanes now in Mexico for that purpose, in addition to the 47 aeroplanes for which the United States issued a permit to Mr R. Dineley (a San Francisco munitions dealer), if these aeroplanes, now reported to be within an'hour’s flying time of the Mexican border, enter the country before the United States cancels the permit. r This action, which is a reversal of Mexico’s earlier attitude, was taken because the Uqjted States permitted the Jersey shipment e lo clear the country, and the joint congressional resolution barring shipments is still unsigned -by the vice-president, Mr J. M. Garner, through the failure of the Senate to authorise him to sign during the recess from Wednesday to Friday, which is the result of an oversight, but yet makes -the resolution ineffective. __________
