NEGOTIATIONS WITH LEADER OF CHINESE REBELS (Received December 23, 5.5 p.m.) LONDON, December 22. The Shanghai correspondent of "The Times" says that Marshal Chiang Kai-shek's wife, Mr T. V. Soong, his son-in-law, and Mr W. H. Donald, his adviser, have flown to Sianfu, the centre of the revolt. This is regarded as indicating a settlement; otherwise the generalissimo would have prohibited his wife from taking the risk.
