SPEED RESTRICTION AT BRIDGE REFUSED borough council not SATISFIED The Kaiapoi Borough Council met last night, when there were present;— The Mayor, the Rev. W. H. A. Vickery, and Crs. A. E. Brown, C. M. Williams. J. Hirst, F. Thorne, H. Rinaldi, and A. Gordon.

The Acting-Commissioner of Transport, Wellington, in acknowledging the council’s letter asking for a special restriction for the main bridge in the borough, advised that it was regiettcd that a by-law restricting speed in the locality could not be recommended for the Minister’s approval. The Government’s policy was to.avoid a multiplicity of different local speed restrictions. but' to ensure safety on the roads by requiring a high standard of careful and considerate driving. The Motor Vehicles Acts afforded adequate provision for this. He suggested that the council consider the erection of a cautionary sign at appropriate points as an indication to motorists that extra care was necessary. Cr. Gordon said that with the pre-sent-day motor traffic, there was a serious danger to persons using the footway across the bridge, which should' at least be protected with a pipe fence. It was decided to write to the Main Highways Board advising that the council was perturbed over the delay in improving the bridge and asking that they lake the matter up as soon as possible. The council was advised that the Main Highways Board would agree to a two-coat bituminous sealing for the work on the Kaiapoi-Tuahiwi highway. If £I2OO were sufficient to provide for a primer coat with four tons of plant mix super imposed instead of having a second coat of bilumin, this type of paving would be acceptable by the board as an alternative. It was open to the council to submit plans and specifications for approval. It was decided that plans and specifications bfc prepared for both types of sealing to be submitted to the board.

The secretary of the Municipal As sociation of New Zealand, Wellington, wrote asking to be advised of the council’s delegates to the annual conference to be held in Timaru on March 9.

It was decided to reply that the Mayor had been appointed the council’s delegate. , The treasurer of the Kaiapoi Beautifying Association wrote stating that the association’s credit balance of £6 3s lOd would not be sufficient to pay the gardener’s wages on December 19. An appeal to the various sports bodies in the borough for assistance in carrying on the association’s activities had mot with no response, and the only income received since the appeal had been a donation of £1 Is from the Kaiapoi branch of the Women’s Institute.

The Mayor said that it would be criminal for the council to let the association’s work of former years to lapse. It was decided that the council take over the association’s responsibilities until the end of the financial year and that next year the council unke a rate to cover this year’s and next year’s expenses in carrying on the beautifying activities of the borough. The report was adopted.

The financial statement showed receipts since last meeting as £193 16s. the debit bank balance at £I3OO 0s oa. and accounts passed for payment as £520 8s 2d.

The Mayor reported that advice had been received of the death of Mrs J. Daly in Pawtucket, United States. Mrs Daly was the wife of the late Mr John Daly, Mayor of the borough. Iron 1901 to 1904. A motion of sympathy with the relatives of Mrs Daly was passed.
