Mr Kuwashima, a special envoy from Tokyo, has arrived with secret instructions to the Japanese ambassador (Mr S. H. Shigeru Kawagoe). General Chiang Kai Shek will consult the Executive Council tomorrow and will then open discussions with Mr Kawagoe, which, it is hoped, will lead tq a settlement of the dispute between China and Japan.
