It was gross misrepresentation to say that unemployment had increased, he declared. The returns issued by the last Government did not give an honest return to the country. In August last year the then Government gave the complete figures, but for political purposes it decided just before the election to put some on to public works, but pay them out of the unemployment fund. Those men did not show as unemployed at all. Was it honest to count No. 5 scheme men in the unemployment figures, but not other men paid out of the fund? he asked. If the Minister for Public Works engaged men for railway construction work then they were taken ■off the unemployment fund. Men not eligible or not placed on relief last month totalled 3189, and this month the number was 2804. Those receiving rationed relief work under the No. 5 scheme last month numbered 15,280, and this month the total was 15945. The number on sustenance in July was 24,470, and this month 26,298. The total number on the pay roll of the unemployment fund in August,'l93s, was 62,455, and in August of this year the total was 54,003. If work were found for everyone to-morrow there would be quite a number of sustenance men because they were not able -to do manual work, and it was not possible to place them,
