CIVIL LIST AMENDMENT BILL PASSED (PBESS ASSOCIATION TELE OB AM.) WELLINGTON, August 18. The Legislative Council met at 2.30 p.m. In moving the second reading of the Civil List Amendment Bill, the leader of the council (the Hon. M. Fagan) saicf the appointment of undersecretaries was new in New Zealand, but not in that a Minister would cease to function, but would delegate his powers only. . The Hon. E. R. Davis suggested that members of the Legislative Council should be appointed under-secretaries. The Hen. W. Perry supported the bill, but thought that council members should not be eligible for appointment. In replying, Mr Fagan said he did not think that many under-secretaries would be appointed. There was no ihtention to appoint members of the Legislative' Council. The bill was read the second time. With the council in committee, Mr Perry moved an amendment to make Legislative Councillors ineligible for appointment, but the amendment was lost on the voices. The bill was put through all stages and passed In speaking on the second reading of the Political Disabilities Removal Bill, Mr Fagan said the Government did not care where organisations’ funds went to, as long as they were voted in a constitutional -way. He gave notice of an amendment providing that where a civil servant desired to stand for Parliament, he be granted special leave, during which time he is not to receive pay or he permitted to perform official duties. The bill was read the second time. The council adjourned at 4.15 p.m.
