APPEAL FOR CONCERTED EFFORT SHANGHAI, June 9. Marshal Chiang Kai-shek has telegraphed an appeal to the Kwantung leader, General Chen Chi-tang, to abandon his military preparations, declaring that China’s existence must not be gambled on a momentary impulse.
