NEW CONSTITUTION FOR INDIA

FURTHER PROGRESS TOWARDS ESTABLISHMENT (BRITISH OTPXCIXL WIMLBSS.) (Received March 31, 7.32 p.m) RUGBY, March 30. The House of Commons discussed to-night the draft orders-in-councii under the Government of India Act. The Under-Secretary for India, Mr R. A. Butler, said, that the discussion marked a further stage in ihe steady progress which was being made towards the establishment of a new constitution in the provinces of India. He forecast that if progress continued at the rate he hoped for the new provincial legislatures would be able to start work, and provincial autonomy would commence in the spring of 1937. The Opposition, while welcoming the drafts as part of the procedure leading to the inauguration of the new constitution, offered criticism on details. After some discussion of the first draft order, dealing with the qualifications of voters and candidates in the provincial elections, the debate was adjourned.
