PROTOCOL TO BE SIGNED BY POWERS

As forecast in the speech of the First Lord of the Admiralty (Lord Monsell) at a meeting of the Naval Conference, a protocol embodying rules for the treatment of merchant ships by submarines in time of war is to be signed by all the powers signatory to the Washington Treaty. The negotiations are already far advanced, and as soon as the protocol is signed by the five Washington powers it will be submitted to the other naval powers for their discussion.
