The construction of a model Maori' pa at Moturoa,. near the harbour, as the home for 200 homeless Maoris, was a proposal placed before the New Plymouth Harbour Board by a deputation of Maoris which sought a grant of five acres of land in the harbour reserve area. The deputation stated that the Taranaki Maori Trust Board had promised £SOO toward the construction of a model meeting house, provided the nghts to the land were secured. The board referred the proposal to a sub-committee.
