The pact between France and Russia was signed to-day. A communique says the pact is based on Articles X and XVI of the League of Nations. Article XVI. of the Covenant provides for mutual consultation in the event of the danger of aggression and mutual assistance in the event of unprovoked aggression and aims at assuring the efficacy of the Covenant's provisions and the League Council'.s recommendations. The communique adds: "These obligations are designed to maintain European peace. It is assumed, in conformity with previous FrancoRussian engagements, that this will not exclude the participation, by mutua 1 . consent, in a regional agreement, the conclusion of which remains desirable."
M. Potemkin, Russian Ambassador, says the undertaking is not aimed at any country. On the contrary. Russia considers the ever-in-creasing number of countries attached to peace should undertake similar obligations. M. Laval is going to Moscow on May 9.
