* PROPOSALS NOW BETTER RECEIVED (BRITISH OFFICIAL WIRELESS.) RUGBY, December 21. The Viceroy's address to the European Association at Calcutta is reported to be regarded in Bengal as the most educative pronouncement on the proposals of the Parliamentary select committee since the publication of the report. A thorough study of the report, it is stated, is bringing home to Indian opinion the measure of advance conceded by the proposals.
