PREPAREDNESS IN RUMANIA
OVERHAULING THE ARMY BUCHAREST, November 15. The carriage in which King Carol and Prince Michael drove through the streets to open Parliament was closely guarded. Nobody was allowed to occupy windows along the route. King Carol, in the speech from the Throne, declared that Rumania desired peace. Nevertheless, owing to recent international events, the army needed an immediate overhaul in preparation for any eventuality.
