EMPIRE'S NEED FOR MIGRATION
TIME NOT CONSIDERED RIPE FOR RESUMPTION (Received November 11, 9.2G p.m.) MELBOURNE, November 11. Speaking at the conference of the Empire Service League on Saturday, Mr Malcolm Mac Donald (British Under-Secretary for the Dominions) said civilisation depended largely on the strength of the Empire, which in turn depended on populating the Dominions. It would be a mistake, however, to resume migration until markets were found for Dominion products and migration was not depriving Dominion people of jobs.
