COMPLAINT THAT LETTERS WERE NOT DELIVERED
(PRKfJS ASSOCIATION' TBLE&BiM.i HASTINGS, November 6. Participation in Tattersall's sweepstake, which is a prohibited lottery in New Zealand, cost L. A. Collings a fine of £1 and costs 10s. on a charge laid in the Napier Magistrate's Court this morning of a breach of the Gaming Act. Mr R. M. Watson, S.M.. referring to defendant's plea that he did not know he was committing a breach of the law, said that "Ignorance of the law is no excuse. 1 might point out that the maximum penalty under this section is £10."
Dctcctive-Sergcant J. Bickerdikc said defendant made a complaint to the police on August 30 that letters had not been reaching an addressee. Investigations were made and later defendant admitted that the letters contained Tattersall's tickets to which he and three others had contributed 2s each. The detective-sergeant submitted that defendant did not actually have to possess a ticket to be guilty under the section, which provided penalties for participation in prohibited lotteries.
