Lord Londonderry said that there could be racing without, betting every day, and the restriction on betting facilities was necessary to check a social menace. The amendment was rejected by 75 votes to '34. A new clause was adopted permitting, as at present, pari-miltuel betting on football matches, and ofTcour.se wagers on horseraces, and making totalisator clubs illegal.
