The French observations nn disarmament problems are contained in the reply to the British memorandum. April 10 has been provisionally fixed for 'he resumption of the work of the conicrence bureau, but possibly Mr Arthur Henderson (the President) may consider it desirable that the bureau should allow further time for the pursuit, of an agreement through diplomatic channels. The French note declares that the governments of the two countries whose confident friendship is the principal guarantee of general equilibrium are in agreement on the objects to be achieved. It is no*, : enough that a convention should ; permit the strict supervision of ' execution.
