COMMERCIAL TREATY DENOUNCED
FRENCH ACTION ON QUOTA ISSUE PARIS, February 12. A French Note to Great Britain denounces the 1826 Navigation Treaty and the 1882 Commercial Convention as from midnight, entailing their expiry in three months, in order to demonstrate the Government's determination to maintain the principle of the new commercial treaty intact. Nevertheless, the Government offers to reopen the negotiations.
