BRITAIN'S RESPONSIBILITY (PRESS ASSOCIATION TELEGRAM.) WELLINGTON, February 13. The Dominion Council of the League of Nations Union has received a letter from Viscount Cecil in which he says that there has probably never been a time since the foundation of the League of Nations when world order and peace were so gravely threatened as to-day. What is at stake is the fundamental idea of organised co-opera-tion among the nations to prevent resort to war and to promote the general well-being of mankind. He goes on to say that representatives in Parliament and through them the Government should' De reminded of the immense influence of Great Britain in international affairs and consequently its vast responsibility. "If other nations can be convinced that we stand for peace, for the support of the league, for real disarmament, and for collective resistance to all aggression, peace will be maintained," he says. "The Government must state definitely and unmistakeably what it intends to do to support the league, to secure real disarmament and collective resistance to all aggression. Nothing else can save the situation."
