When a proposed by-law, aimed at preventing bathers at Caroline Bay from undressing elsewhere than in the sheds provided lor the purpose, came before the Timaru Borough Council to-night, Cr. P. C. Vinuell moved that it be referred to the special committee previously set ur> for the purpose. Cr. P. B. Foote opposed the bylaw. He was afraid that Caroline Bay would be so hedged about with by-laws that persons would be kept away from it. He could see nothing wrong with visitors to the bay undressing in motor-cars with the blinds drawn. Mr Viunell said that lie had heard opinions from persons who could not be regarded as "kill-joys'' l hai an improvement in conduct was necessary as proposed by the by-law.
